ALASD Request for Common Sense Solution to Lake Winona Water Quality goes unheeded

Parties: The Alexandria Lake Area Sanitary District (ALASD), your wastewater collection and treatment provider was informed of a lawsuit settlement between the plaintiffs, Minnesota Center for Environmental Advocacy (MCEA) and the Lake Le Homme Dieu Association (LLHDA) and the defendant Minnesota Pollution Control Agency (MPCA).  The settlement agreement is dated July 25, 2012 and the ALASD was informed of this settlement on July 27, 2012.

Settlement Agreement: The settlement agreement obligates the MPCA to issue a new NPDES Permit to the ALASD by no later than December 22, 2012 with phosphorus and chloride limits based on outdated and overly stringent Water Quality Standards (MPCA).  While the ALASD was not a party to the lawsuit, or settlement, the financial burden of the settlement falls solely upon the ALASD and its customers/ratepayers.

Settlement Cost to the ALASD: The estimated capital cost of treatment facilities to meet the new permit limits is estimated below by the engineering firm of Brown and Caldwell, Inc.  The estimate capital cost is $40 million with new recurring annual operating costs exceeding $3 million.
