NOTICE OF PUBLIC HEARING ON THE CHLORIDE/PHOSPHORUS FACILITY PLAN PREPARED BY THE ALEXANDRIA LAKE AREA SANITARY DISTRICT (ALASD)

The Alexandria Lake Area Sanitary District (ALASD) was created by an Act of the Minnesota State Legislature. This Act enabled the ALASD to collect, convey and treat wastewater in the Alexandria area.

The Minnesota Pollution Control Agency (MPCA) issued a National Pollution Discharge Elimination System Permit (NPDES Permit) to the ALASD dated July 16, 2013. By rule, the MPCA requires a public hearing on the proposed Chloride/Phosphorus Facility Plan (CPFP) submission prior to formal submission to the MPCA. The NPDES Permit stipulates that the ALASD must complete and submit a Chloride/Phosphorus Facility Plan to the MPCA by September 30, 2017.

As directed by the ALASD, Don Esping of Brown & Caldwell Inc. (of St. Paul, Minnesota) and Joseph Bischoff of Wenck Associates Inc. (of Maple Grove, Minnesota) have prepared the ALASD Chloride/Phosphorus Facility Plan. The ALASD Board of Directors has thoroughly reviewed and considered the Chloride/Phosphorus Facility Plan and intends to approve and submit it to the MPCA by no later September 30, 2017.

A public hearing will be held on the Chloride/Phosphorus Facility Plan at 7 p.m. September 13, 2017 at Alexandria City Hall, 704 Broadway, Alexandria, Minnesota. A copy of the Chloride/Phosphorus Facility Plan is available for viewing on the District website www.alasdistrict.org and at the ALASD Office at 2201 Nevada St., Alexandria, Minnesota between 7:30 a.m. – 4 p.m. on normal work days.
